Decree No. 168/2017 / ND-CP dated 31/12/2017 detailing a number of articles of the revised Law on Tourism in 2017 effective from 1 January 2018 defining security measures on safety for tourists as for tourism products that threaten the life and health of tourists.

In addition, measures to ensure safety when trading dangerous tourism products, the Decree also stipulates the responsibility of agencies, organizations and individuals directly doing business in writing to The Department of Tourism, the Department of Culture, Sports and Tourism of the locality which organizes tourist products business 15 days before the commencement of business. Responsibilities of travel business enterprises: To comply with the provisions of Clause 1 of this Article in case of direct trading in tourist products. Use of services by organizations or individuals on the list of organizations and individuals that fully satisfy the safety measures provided for tourists in cases where they are not directly engaged in trading in such tourist products
