In December 2024, the project to supply electricity from the national grid to Con Dao District will be implemented, with electricity expected to reach Con Dao by the fourth quarter of 2025.
On December 12, the contract for the design, equipment supply, and construction of the undersea cable (EPC) for the project to supply electricity from the national grid to Con Dao District (Ba Ria - Vung Tau) was signed.
According to Nguyen Anh Tai, Deputy General Director of the Vietnam Electricity Group (EVN), the total investment for the national grid electricity supply project for Con Dao District is 4.92 trillion VND, with EVN being the project owner.
The Project Management Board 3 has been assigned to represent the project owner, with funding arranged from the central budget of about 2.52 trillion VND and the counterpart capital from EVN of about 2.4 trillion VND.

The project to supply electricity from the national grid to Con Dao District is a key project of EVN, set to be implemented in 2025, and holds significant importance, not only for the socio-economic development of Con Dao District but also for ensuring national security in this area.
EVN leaders stated that the EPC package is the main contract of the project, which includes the design, equipment supply, and construction of the 110kV undersea cable spanning about 77.7 km from the transition point at sea in Vinh Chau Town (Soc Trang) to the shore connection point in Con Dao District.
This is considered a challenging contract as it must be implemented entirely at sea, with an average depth of 15-30 meters and the deepest point reaching up to 50 meters; thus, construction largely depends on favorable weather conditions from March to August. It is expected that in the fourth quarter of 2025, electricity will start being supplied to Con Dao District from the national grid, with the entire project expected to be completed in 2026.
Previously, Deputy Prime Minister Tran Hong Ha signed a decision on the investment policy for the electricity grid project for Con Dao.Currently, the demand for electricity in Con Dao is expected to rise sharply with the pace of economic development. According to forecasts from the Ministry of Industry and Trade, by 2035, Con Dao district will need more than 90MW, and by 2045, it will require over 114MW of electricity supply.
Meanwhile, Con Dao is currently supplied with diesel power totaling 11,820 kW, mainly to meet the living needs of residents as well as to serve part of the business and production activities of enterprises in the area. Supplying electricity from the national grid through an undersea cable is considered an effective solution to meet the criteria for continuous, stable, and long-term electricity supply, in line with the peak load demands on the island at various stages of development. This solution also has the advantage of occupying little land area, causing no significant impact on residential areas, and minimizing negative effects on the environment and surrounding landscapes.
However, the process of installing the undersea cable also faces many challenges, especially since the project must be implemented under rough sea conditions lasting from October to March of the following year. The underground cable on the island also requires strict construction standards to ensure not to affect the the Con Dao National Park area and ecosystem, an important natural heritage.

According to the Master Plan for Con Dao's overall development until 2045, approved by the Prime Minister, the area designated for land reclamation will cover approximately 140ha, focusing on areas such as Co Ong and Con Son center, and Ben Dam port.
This coastal reclamation plan aims to develop key functions, including:
- Expanding Con Dao Airport.
- Building ports and port logistics services.
- Developing security and defense facilities.
- Promoting high-end tourism services.
With a systematic and sustainable development approach, Con Dao is expected to not only preserve its natural and historical values but also become an important tourism and economic center in the southern sea region.
