According to the temporary guidance to implement Resolution 128 of the Government, when having symptoms of cough, fever, sore throat... or need epidemiological investigation coming from level 3 or 4 areas, new tourists must be tested for COVID.
The Ministry of Culture, Sports and Tourism has just issued temporary guidance on the implementation of Resolution No. 128/NQ-CP dated October 11, 2021 of the Government promulgating the provisional regulation "Safe and flexible adaptation, and effective control the COVID-19 epidemic” in cultural, sports and tourism activities. Accordingly, for all epidemic levels, travelers who have received a full dose of vaccine or have recovered from the disease only have to be tested for SARS-CoV-2 virus when they have suspicious symptoms or have an indication for epidemiological investigation from the level 3, level 4 or blockade area. Guests who are local residents are not eligible for testing. Testing for COVID-19 done by RT-PCR or rapid antigen test is valid within 72 hours (from receipt of results). Travelers must comply with 5K, medical declaration or QR code scanning. In addition, it is necessary to fully comply with regulations on safety and prevention of epidemics and rules of tourism business establishments (there are regulations for each area and level, meeting the regulations on epidemic prevention and control of the Ministry of Health). According to the guidance, for tourism business establishments in areas with level 1 and 2 of epidemics, tourism activities will be held at 100% capacity.
Besides, for level 1 area,relics and museums operate normally have organizational plans and epidemic prevention and control methods; attractions must generate QR codes to manage people entering, leaving as well as making medical declarations. For level 2 area, monuments, museums serve no more than 20 people/group and ensure the distance; the instructor, narrator must receive at least one dose of vaccine for 14 days or more or has recovered from the disease and ha a negative test certificate for SARS-CoV-2 virus. For level 3 area, there are sightseeing activities at tourist attractions and indoor events, tour groups with less than 25 people; Accommodation and food service establishments in tourist areas must not serve at more than 50% of their capacity, and the means of transport for guests should not use more than 50% of the seats; Monuments and museums comply with the same regulations as level 2 but welcome and serve no more than 10 people/group. For level 4 area, there is no sightseeing activity at tourist sites and attractions; local travel program and event over 20 people in the house; Tourist accommodation and food service establishments in tourist areas are allowed to operate but not exceeding 30% of their capacity, and passenger vehicles must not use more than 50% of the seats. The guidance also requires tourism business establishments operating to arrange a reception area, doors with distance regulations, a QR code display, an information board to guide epidemic prevention, a place to wash hands, etc. Guests coming to use services and people working and providing goods and services in the locality at level 3-4 must have their body temperature checked and facilities must be regularly cleaned and disinfected in the public areas and places where organizing mass services, means of transport, equipment for tourists, etc. Each accommodation facility must register and conduct a daily self-assessment of epidemiological safety at the address https://safe.tourism.com.vn to connect to the COVID-19 safety system nationally and have a plan for epidemic prevention and control, a plan for handling when there are cases of people getting sick. Employees with symptoms of fever, cough, sore throat, difficulty in breathing must be tested for COVID-19 or take time off work and monitor their health at home.
