This is the speech by Deputy Minister of Culture, Sports and Tourism Dang Thi Bich Lien at the Workshop on the Impact of the Fourth Industrial Revolution on the field of culture, sports and tourism organized by the Ministry of Culture, Sports and Tourism on May 22nd. , at Hanoi.

At the seminar, Mr.Tu Manh Luong, General Director of Department of Science, Technology and Environment (MOCST), highlighted the impacts of the 4th Industrial Revolution on the field of culture, physical training, sports and tourism, the family together with the policy of tourism development and cultural industry to meet the requirements of active participation in the Fourth Vietnam Industrial Revolution.

Accordingly, for the tourism industry, IoT (one of the achievements of the 4th Industrial Revolution) is strongly influencing the way of interacting with tourists' products and the way of operation of each facility. Supplying goods and services. Guests can interact, control room equipment, assess the quality of service in real time. For large centers such as airports, theme parks, convention centers, IoTs allow synchronization of all customer-related activities, allowing employees to focus more on the quality of the experience. Using the sensor system, covering all areas allows for simplification of all operational procedures, from passenger transport to catering, building programs through the accompanying technological equipment with customers.

Artificial Intelligence and Smart Robot have a strong impact on customer service, data analysis and direct communication to customers. In addition, Virtual Reality (VR) and Reality Enhancement (AR) impact on the travel industry in such ways as: Pre-purchase testing, helping travelers explore the destination in a 3D environment before decision, will choose the destination or not; VR allows visitors to check every detail of the accommodation facility, compare room types before booking, travel agents can easily introduce a full range of destinations in real time to the guests. potential row; Smartphones can help travelers discover destinations, showcase products, services with virtual reality technology.

In the field of culture, especially with Cinema, development of digital technology has changed the industry. Big data storage and processing is a field that will have significant impact on cinema. Promoting film, ticketing, online booking, online data collection, analysis, online movie service, etc. will change the movie industry. Virtual reality technology is also expected to replace the current 3D film and change the way movies are produced and the public's tastes.

Other fields such as Performing Arts, Museums, Heritage, Libraries, Fine Art, etc. were also evaluated for the impact of the 4th Industrial Revolution.

According to Ha Van Sieu, Deputy General Director of Vietnam National Administration of Tourism. Revolution 4.0 brings great changes in the tourism industry. For example, travelers can sit at home booking services, compare, find the best service, best hotel, best suited to them. In contrast, the value added of the tourism sector also increased much: Business such as tourism, travel, accommodation, information, marketing, catering services, experience, entertainment are affected by 4.0. ..

According to Mr.Sieu, the tourism industry is facing great opportunities such as destination management, large databases, better management of work. "The challenge is lack of orientation, lack of uniformity in the management of the resort. In our country national resorts, destinations and new types of destinations formed in the Law on Tourism, in fact not formatted to distinguish, decentralize and digitize format "- Mr.Ha Van Sieu identified.

Mr.Sieu also pointed to the great opportunity of information and images on social networks which are very valuable in tourism promotion. Multi-dimensional information, opportunities for introduction, information on the destination, tourism products are highly appreciated. However, the challenge is that digital technology is fast, many, everywhere, but without verification, therefore sometimes the information is not true.

Prior to the issues, Mr.Sieu proposed to have policies to support development of smart tourism, support mechanisms to promote advertising information of smart tourism; to deploy information technology applications in the field of tourism to develop smart tourism. The policy of encouraging smart tourism development that representative of VNAT set out to implement electronic visas, electronic payment, electronic tax refund, promote the sharing of traffic.

Regarding the sports industry, representatives of General Department of Sports, said that the 4th Industrial Revolution also affects many aspects, including the use of Nano biotechnology, 3D technology for sports has created connects, assesses the state of health for people to get age-appropriate exercise instructions. This application is available at the elementary level as a student health assessment software that helps parents stay home to monitor and evaluate their child's health at school.

Also at the workshop, Mr.Bui Hoai Son - Vietnam National Institute of Culture and Arts presented common opportunities of Culture, Sports and Tourism sector and the family in Industrial Revolution 4.0. Mr.Bui Hoai Son also said that sector's challenges are currently weak in terms of infrastructure and technology. The solution is raising awareness, updating knowledge of technology 4.0 for staff, leaders of sector. Have policies to train creative talents, support personal creativity, create mechanisms of censorship from pre-check to post-test.

Assessing current status of impact of Industrial Revolution 4.0 on ICT application at the Ministry of Culture, Sports and Tourism, Mr.Nguyen Thanh Liem, Director of Information Technology Center, said that besides great benefits and opportunities, industrial revolution 4.0 is also posing some big challenges, especially non-traditional security challenges. Ensuring safety and security of E-government systems is not limited to one device, one user, and one system, which requires unification of IT systems (general and specialized use).

The demand for improving the efficiency and quality of operations of state agencies must be revolutionary. This requires the Department to provide personalized services, regardless of time, space and data source, to meet citizens' needs in an instant; Provide new services using real-time data, such as disaster prevention, smart travel ... At the same time, Industrial Revolution 4.0 also requires agencies and units under the Ministry to provide new services on the open platform, integrating and sharing data between the state and the private sector.

With the fast and strong transformation, cadres, civil servants, employees and workers face many obstacles in changing their habits such as conversion from the use of paper documents into electronic documents; Use electronic tools instead of manual tools before.

Protecting the security, ensuring the integrity of information exchanges in the network environment is also facing many challenges. It requires network security officers, technicians to keep up with the latest knowledge, skills and ethics training to cope with cyberattacks.

Remuneration system as well as maintenance of a number of qualified technicians will face more challenges when it comes to compete with the working environment in enterprises and corporations, causing "brain drain".

Rapid change of information technology will result in outdated technology and outdated system design of components in E-Government system. This brings to huge demand forchange, upgrading and expansion ofE-government system leading to huge budget expenditures. Meanwhile investment budget for this area is limited.

Also at the seminar, representatives of the Central Economic Commission, Ministry of Science and Technology, Ministry of Information and Communication gave comments to the Ministry of Culture, Sports and Tourism in development of project "Guidelines and policies actively participate in the fourth industrial revolution"of the Ministry.

In hersummary speech, Vice Minister Dang Thi Bich Lien highly appreciated all comments in the conference. Vice Minister asked the Department of Science, Technology and Environment to gather opinions and analyze issues that need to be formulated and submitted to the Central Steering Committee for elaboration of scheme on undertakings and policies to take part in public revolution. Under current conditions, Deputy Minister proactively applies IT in implementation of electronic portal, website, single door, public service, which contributes to the Ministry's initiative before the revolution. "One of the Ministry's weakest issues is resources for IT application. Therefore, it is necessary to train and improve quality of human resources.

"In the context of investment for training of human resources is still difficult, investment in IT drip drops, the awareness of revolutionary 4.0 is extremely important. There should be policies, training regimes, human resources training of the sector. This requires a budget to invest. Without these 4 conditions, the culture, sports and tourism sector, the family are still outside the 4.0 revolution, "said Deputy Minister Dang Thi Bich Lien.

For projectdevelopment, Vice Minister asked the Drafting Board to evaluate the impact, identify the opportunities, risks and challenges of the 4.0 revolution in the sector. From there, propose mechanisms and policies. The project should also specify which sectors are priorities such as tourism, cultural industry with 6 sectors.
