On the morning of October 14, Deputy Prime Minister Vu Duc Dam worked with leaders of the Ministry of Culture, Sports and Tourism, the Vietnam National Administration of Tourism, a number of departments and bureaus of the Ministry of Culture, Sports and Tourism, and the Ministry of Health about the plan to restart tourism activities in the future.
The meeting discussed two important issues that are step by step reopening domestic tourism activities; pilot international tourists.
In the first nine months of 2021, domestic tourists continued to decrease by 16% (reaching 31.5 million visitors), total revenue from tourists reached about 137 trillion VND, said Director General of the General Department of Tourism Nguyen Trung Khanh. VND, down 42% over the same period in 2020.

Currently, the number of businesses applying for the revocation of travel business licenses is over 30% of the total number of licensed enterprises, only about 2,000 enterprises have international travel business licenses nationwide, of which many business is still closed or shut down.
Mr. Nguyen Trung Khanh said that localities have begun to develop many plans to bring the domestic tourism industry back to new normal conditions from November 2021.
Specifically, some localities such as Vinh Phuc, Ba Ria - Vung Tau (Con Dao, Xuyen Moc, Chau Duc and Dat Do), Ho Chi Minh City (Can Gio district), Khanh Hoa, Quang Nam, and Quang Ninh have reopened some localities, tourist sites and attractions for domestic tourists as well as domestic tourists from provinces and cities that have controlled the COVID-19 epidemic.
However, the resumption of domestic tourism is still difficult because the rate of vaccination against COVID-19 is different between localities, so there is still caution in restarting tourism.
Therefore, according to Mr. Khanh, in order to restore effective domestic tourism activities, it is necessary to complete the vaccination with 2 doses for at least 70% of people aged 18 and over and workers in the tourism industry in the destinations; ensure the conditions of medical infrastructure, human resources to serve tourists; fully meet the criteria to handle arising incidents; there is close coordination between relevant agencies in welcoming tourists and ensuring safety for epidemic prevention and control.
In addition, the tourism industry is coordinating with a number of localities to prepare a pilot plan to welcome international tourists to destinations with many advantages such as the percentage of people aged 18 and over getting nearly 100% first dose of injections, and being capable of epidemic prevention, control and treatment, as well as having many suitable isolated tourist areas to welcome guests safely.
Immediately issue guidelines for safe, flexible adaptation and effective epidemic control
At the meeting, Deputy Prime Minister Vu Duc Dam emphasized that the plans to gradually reopen tourism activities must follow the spirit of Resolution 128/NQ-CP of the Government, which is "Safe adaptation; COVID-19 epidemic flexible and effective control".
According to the Deputy Prime Minister, the epidemic risk of the tourism industry is a very high frequency and a wide range of people. Therefore, the Ministry of Culture, Sports and Tourism must immediately issue specific guidelines for safe, flexible adaptation and effective control of the COVID-19 epidemic in tourism activities.
For example: Mode of transport; operating conditions in tourist attractions, accommodation and service establishments; testing methods; contract with medical facilities to monitor and handle immediately when detecting cases of infection in the fastest and most compact way. Tourism associations need to have regulations synchronized with the guidance of the Ministry, encouraging member businesses to implement to return to operation step by step firmly and safely.
The Ministry of Transport shall urgently review, update and soon issue guidelines for road, rail and air transport activities. The Deputy Prime Minister noted that there should be clear and detailed regulations for tourists on tour tours different from normal passenger transport vehicles when ensuring the safety of tourists, starting points, stops and destinations. .
Regarding the pilot of welcoming international visitors, the Deputy Prime Minister assigned the Ministry of Culture, Sports and Tourism and tourism associations to urgently work with localities, ministries and sectors to have very specific recommendations on destinations, time, scale and procedures, travel, accommodation, treatment plan when there is an infection…; report to the Prime Minister when there are problems to be solved.
