Develop Con Dao in The worthiness of the National Tourism Area

In the period of 2015-2020, Con Dao has had an impressive development. This is the premise and basis for the Tenth Party Congress of Con Dao district, term 2020-2025 to build local development orientation in the coming period. On the eve of the Congress, BR-VT newspaper would like to introduce the article by comrade Le Van Phong, Deputy Secretary of the District Party Committee, Chairman of Con Dao District People's Committee. The article gives an overview of the socio-economic of the island in the past 5 years and also presents the tasks of Con Dao in the future.

It can be said that never invested in developing the economic and social infrastructure for Con Dao has been interested in the Central Government, the province, and all levels and sectors as the term of 2015-2020.
In the past 5 years, the total central capital and provincial budget have been allocated to Con Dao is more than VND 1,418 billion. As a result, many important infrastructure projects have been upgraded, completed, and put into use, such as: apartments for low-income people, Con Dao market, Quang Trung II reservoir, a mid-low-voltage grid of Con Dao center, Co Ong-Ben Dam street, repair of embankments on Ton Duc Thang street, Nguyen Hue park, upgrading the road to Dam Trau beach, Con Dao junior high school, the gym and sports area of Vo Thi Sau Secondary and High School ... These works contribute to creating a new look for Con Dao.
Over the past 5 years, the connection to Con Dao has been basically solved. Traveling between Con Dao and the mainland is much more convenient. Water and air transportation to Con Dao is now diverse. Thereby, creating motivation to promote service industries in the area to develop, especially tourism and transportation, attract investment from many businesses.

On the basis of exploiting the advantages of the diverse ecosystems of Con Dao National Park and the Special National Monuments System, along with the effective mobilization of investment resources, Con Dao has made a breakthrough. The tasks set out in the Resolution of the Ninth Congress basically met and exceeded the targets, creating an important foundation for Con Dao to develop quickly and sustainably.
Despite many important achievements, Con Dao also faces many challenges. In particular, the biggest problem is that the infrastructure has not kept up with development needs. Water and air transportation have not yet solved all obstacles of Con Dao during the rough sea season and bad weather conditions. In addition, the rapid growth of the mechanical population, the hot growth of tourists put pressure on the electricity supply system, water supply, and the natural environment. Other issues such as social evils, land management, and traffic safety have made complicated progress.
In addition, overall, Con Dao has not yet achieved the goal of establishing high-quality trade and service areas and various types of sea and island eco-tourism to attract high-class and long-term international visitors. Regarding the target of foreign tourists, in the past 5 years, only reached 97.79% of the plan with 142,770 visitors.
With a strategic position and natural resources, venerable cultural heritage, Con Dao has been planned by the Government as a National Tourism Area.

In the period of 2021-2025, Con Dao will concretize the goal of becoming a high quality eco-island and cultural-historical-spiritual ecotourism area with unique regional and international standards, by investing more in technical infrastructure system; exploiting highly competitive tourism products with traditional cultural characteristics associated with promoting the values of Con Dao Special National Historic Area. This is a stepping stone period for Con Dao to become a tourism city in the future.
Accordingly, Con Dao will focus on a number of specific tasks: Speeding up the implementation of subdivision planning, detailed construction planning; strict management of land; continue to promote investment in upgrading transportation infrastructure (upgrading Co Ong airport, expanding Ben Dam port, Con Dao passenger ship port, calling for investment in new high-speed ship routes). Along with the investment in development, Con Dao will thoroughly handle the waste left in Bai Nhat; formulate and implement an environmental protection program for the period 2020-2025, with a vision to 2030.

In the period 2015-2020, Con Dao maintains a reasonable economic structure. The proportion of tourism - service reached 89.58%; industry 6.65%; agriculture - forestry - fishery 3.77%. Particularly, tourism revenue reached 6,499 billion VND, reaching 159.29% of Resolution, an average increase of 23.18%, an increase of 4.72 times compared to the period of 2011 - 2015. The number of tourists reached 1,484,622, reaching 199.55% compared to Resolution, an average increase of 24.01%.
Transport services have been developed rapidly and diversely to better meet the needs of transporting tourists with two high-speed train routes Con Dao - Tran De (Soc Trang) and Con Dao - Vung Tau; exploiting more helicopter routes Con Dao - Vung Tau.
In the area, there are 116 active accommodation establishments with 1,802 rooms / room, accommodating 4,706 people / night, including 1 5-star establishment, 1 3-star establishment, 10 1-star establishments and 15 reaching standard. It is expected that in 2020, there will be 4 more accommodation establishments in operation, bringing the total number of rooms to 2,400, accommodating 5,900 people/night, up 329.6% compared to 2015. From 2017 to now, there are 52 projects registered to invest in Con Dao, of which, 6 projects have been granted investment decisions and investment policies.
The total state budget revenue of Con Dao in the term of 2015-2020 is 3,098 billion VND, reaching 156.15% Resolution, an average increase of 3.75%.

In attracting investment in tourism, Con Dao prioritizes high-class projects of 4 stars or more with appropriate density, ensuring socio-economic development goals with increasing national security and defense, sustainable conservation of natural resources, and the benefits of the people. The district will also develop a plan to train quality tourism human resources; strengthen the promotion, marketing, and brand building tourist island.
