Target is to orient for behaviors in tourism
Mr. Nguyen Van Tuan - General Director of Vietnam National Administration of Tourism (VNAT) - said that the rule of conduct was issued by the Prime Minister Nguyen Xuan Phuc and also showed in Resolution of the Politburo, aimed at turning Vietnam tourism into a spearhead sector.

The Rule of Conduct provides messages for communication, education and orienting for individuals and organizations involved in tourism activities, but does not replace legal provisions on administrative violations.
"People should not misunderstand that these are mandatory regulations, "Mr Tuan explained.
Mr. Tuan also said that:" Vietnam National Administration of Tourism will hold a conference to request all provinces, cities and tour operators jointly propagandize the rule of conduct in the coming time. Mr Truong Duc Hai, director of Hon Ngoc Vien Dong Tourism Company, said that Vietnam National Administration of Tourism issued a document guiding behaviors of Vietnamese tourists traveling abroad and sent to travel companies a few years ago.
Although this document has been more particular, Mr Hai still feels "not enough" because it is more administrative than real.
Mr. Hai stated that many Vietnamese tourists littered, noisy, spit ... so much that foreign tourists to Hoi An also participate in waste picking tour on the river.
Mr Hai said that civilized consciousness can not be justified by some documents or rules. Mr. Hai also recommends government have to promulgate heavy sanctions.
Mr Nguyen Huu Tho, Chairman of the Vietnam Tourism Association, said that issuance of a rule of conduct is a positive signal, especially with current tourism situation.
However, according to Mr. Tho, it is necessary to consider tourism environment because in mountainous areas in Quang Binh, Thua Thien - Hue, people are very courteous, civilized with tourists, clean environment. Vietnamese visitors to nations which is secure, clean ... often do not do uncultured behaviors. But they do uncultured behaviors again when coming back Viet Nam with many bad things such as: throw rubbish, spit indiscriminately, noisy and elbow others out in a crowd, driving contrariwise ...Therefore, Mr Tho said that each concerned agency need to drastically change tourism environment and tourism culture which are in the wrong direction.
